The SME UNION organized in cooperation with SME Energy a working breakfast to discuss the secured energy supplies of SMEs.
Secure the energy supply in the future
Annette Bergmann, Bundesverband Neuer Energieanbieter (BNE), said that as only 56 % of depreciations are invested in new energy infrastructure, there is no guarantee in secured energy supply for the future. So there is still a big gap between investments in energy infrastructure and depreciation.
Helmut Schmitt von Sydow, Director in DG TREN, European Commission, mentioned some items which have to be discussed: list of competitive components, components of energy price and the power of energy analysis.
Europe has to get more independent...
Paul Storme, Board Member from the European Independent Oil Trading Firms, mentioned that Europe is getting more and more dependent on external energy suppliers. Nowadays it is about 50 % of the energy consumed which is imported, but in a few years it will be around 70 %. The European Union must therefore find a mix of measures to encourage new entrants to come into the market and consequently split the share of the market power. The window of the opportunity of liberalizing the market would only be opened for a limited time.
The "Feed-in" system
Marc Timmer, European Forum for Renewable Energy sources (EUFORES), made a counter-part to the criticism of the "Feed-in" system mainly used in Germany. It is true, that it hinders the free movement, but on the other side, SMEs should be promoted to use alternative energy like biogas etc.
The event was followed by a lively discussion.

| 2005-01-20, The Future of the European Energy Market and its Effects on SMEs |
SME Energy President Peter M. MOMBAUR and SME UNION President Jacques SANTER invited to a conference in Budapest in cooperation with UPEI and MVV discussing with European energy experts the liberalization of the European energy market, the Energy Efficiency Directive and its effects on SMEs.
Michael LOWAK from MVV Energy Services suggested to establish and update energy efficiency programs and practical monitoring mechanisms to promote energy efficiency by creating better information bases in the Member States through cooperation and exchange of best practice between Member States. If properly implemented by the Member States, the directive will be able to reach the targets and demonstrate the EU’s success in saving energy. Dieter KREIKENBAUM, Director of Energy Policy of the German Association of Industry and Commerce (DIHK) gave an overview over the Directive.
Bernd SCHNITTLER, Secretary General of UPEI – Union Pétrolière Européenne Indépendante – stressed that especially the private-sector initiatives and programs for improving energy efficiency must be possible without restriction. A different method of procuring public services and infrastructure by combining the best of the public and private sectors – so called PPP or public-private partnership - with a foreseeable impact on value for money and delivering quality public services should be foreseen. The aim of such a partnership in energy services will be the efficient performance of tasks that would otherwise be provided by the public sector.
Other high level speakers on these topics were Kalman KATONA, former Hungarian Minister for traffic and water management, Hellmuth WEISSER, President of UPEI, Urmas ARUMAE, former Estonian Minister of Justice, Mirek TOPOLANEK, chairman of the Czech Civic Democratic Party ODS, Norbert BOROSS from the Hungarian electricity supplier ELMÜ, Peter KADERJAK and Jean SENOT from RTE.

| 2004-12-02, More Energy for SMEs! The future of the European Energy market and its effects on SMEs |
On 2nd December, Peter M. MOUMBAUR President of SME Energy chaired the working breakfast "More Energy for SMEs!" on the future of the European Energy market and its effects on SMEs. Impulse statements were given by Aleja VIDAL-QUADRAS ROCA, MEP and Shadow Rapporteur for the Energy Efficiency and Services Directive in the EP Committee on Industry, Anja WEISGERBER, MEP from the Committee on Environment as well as Randall BOWIE Policy Officer in DG Energy and Transport. Following energy experts contributed with inputs from the industry: Dieter KREIKENBAUM, Director of Energy Policy of the German Association of Industry and Commerce (DIHK); Paul STORME, Board Member from the European Independent Oil Trading Firms (UPEI) and Michael LOWAK, Division Head of Multi-Utility Services from MVV Energy Group.
Concerning the Energy Efficiency and Services Directive all speakers pointed out that the target of 1% of savings per year to 2010 does not take into account the specific situation in the different member-states and especially the efforts of some member-states which already reduced the energy consumption or changed the supply to renewable energy. The Commission should revise the Directive and take into account a more dynamic approach. Starting with an analysis of the situation in the member-state, than foresee the preparation of plans for action and at least fixing the measures that have to be taken by the member-state. The target itself is good for the EU as a whole but some member-states will not be able to meet them while others will easily succeed. So the dynamic approach would give the chance to meet the target as a whole taking into account the different situation in the different member-states.
Secondly the discussion was about keeping the balance between liberalization and regulation. Some speakers saw the danger that the regulators once put into place to survey the liberalization now keep SMEs out of the market as they cannot fulfill the demands of the regulators. To meet the Commissions target of 12% renewable energy sources for the total demand in each member-state by 2010 can only be met if there are more efforts in research. The national policies have to be changed to meet this target.
