Commission proposes mandate for negotiations on a Stabilization and Association Agreement with Serbia and Montenegro
The European Commission has put forward to the Council a mandate for negotiations with Serbia and Montenegro on a Stabilization and Association Agreement (SAA). The agreement’s main goal is to promote economic and trade relations, with the perspective of establishing free trade areas and also to regulate the movement of workers, freedom of establishment, supply of services and movement of capital. This preferential agreement will provide for wide-ranging co-operation to foster the integration of the country into EU programmes and structures. So far, Brussels has made agreements with Croatia and Macedonia. Furthermore there are negotiations with Albania.

Poznan Appeal: Polish Spirit for Entrepreneurship

On 1st April 2005, the Poznan Appeal was passed by the participants of "The Polish Spirit of Entrepreneurship – the Chance for Poland and for European Union" Conference in Poznan, Poland, in order to support tax competition, change of regulations concerning services, and relief rigid labor market regulations, assessment of all new and existing EU regulations as to their impact on small and medium enterprises. Several representatives of central and local governments were present when the declaration was passed. This declaration is especially supported by Peter Jungen, Co-President of the SME UNION and keynote speaker of the Poznan Conference.
